EIS/R Process

Federal and state laws require formal review of projects that may affect the environment.

The federal law, the National Environmental Policy Act (NEPA), requires the preparation of an Environmental Impact Statement (EIS) and the state law, the California Environmental Quality Act (CEQA), requires the preparation of an Environmental Impact Report (EIR). A combined EIS/R is being prepared to identify short-term impacts related to project construction and long term issues of the completed project.

The DEIS/R was released in December 2005, and public and agency comments were received until March 31, 2006. After the comment period ended, extensive agency and stakeholder outreach took place to recommend a Preferred Alternative.  On September 26th, 2006, the Authority Board of Commissioners formally identified Alternative 5, Presidio Parkway, as the Preferred Alternative for the Doyle Drive project.

A Final EIS/R is being prepared to address comments received on the DEIS/R and will incorporate analysis on the Preferred Alternative.  The Final EIS/R is expected to be released in Spring 2008.

After the Final EIS/R is published and circulated, the Authority will seek certification and approval of the environmental document from the local and federal lead agencies and proceed into design and permitting.
